HB 6137 is the Community Benefits Agreement vehicle, and its Section 9 — which makes a community benefits agreement a condition of PSC interconnection approval — is the one clause that reaches a project exempt from local permits. But as drafted, Section 9 is tied to seven other bills all passing, and the definition of “data center” invites a “research facility” dodge.

Ask your legislators to pass HB 6137 with three fixes: a severability clause, Section 9 operating independently, and a 20-megawatt demand threshold in the definition, matching SB 1047.
