Pass the House Data Center Package — With Severability
Eight House bills — HB 6135 through 6142 — form Lansing’s most comprehensive answer to unregulated data center development: water protections with million-dollar-a-day teeth, community benefits agreements, decommissioning and site restoration, acoustic review, NDA transparency, labor standards, zoning authority, and a dedicated utility rate class.
But the package has a structural flaw we verified in the bills’ own enacting sections: every bill is tie-barred to the others, so none takes effect unless essentially all of them pass. One bill dying in committee kills the entire package.
