Pass HB 6138: Put the Water Promise in Law
The University has publicly committed that its data center will not draw from or discharge into the Huron River. HB 6138 turns that press release into a binding legal obligation: closed-loop cooling or municipal water only, immediate shutdown for violations, and civil fines of up to $1,000,000 per day enforceable by the Attorney General. It is the strongest protection in the entire package — and the only one that does not depend on a permit this project doesn’t need.
One caution from the bill’s own text: as introduced it is tie-barred, taking effect only if six companion bills also pass. So use the tool below to ask your state legislators for three things: pass HB 6138, add a severability amendment so it can stand on its own, and close its one gap by requiring closed-loop cooling above a consumption threshold so a large facility can’t simply buy unlimited municipal water instead.
