SB 1047 requires a separate utility rate class and Commission-approved terms for large-load customers. It is the most durable bill in the package because it regulates DTE and the Public Service Commission — not the data center itself — so constitutional autonomy is simply irrelevant.

The substance is in the tariff terms: the demand-response provision and the clean-energy provision decide whether a giant new load strengthens the grid or destabilizes it at everyone else’s expense. Ask your legislators to pass SB 1047 with those provisions intact.
